Actually Jackson's use of plastic surgery was greatly exaggerated and his appearance was more changed by the vitiligo and discoid lupus, two auto-immune skin diseases he tried to cover up (often using make up to hide the blotching effects) and is what made his skin sensitive to sunlight. Main surgeries were to his nose after a botched surgery trying to fix a breakage during a rehearsal, which led to breathing problems, and some minor work in other places such as his chin. From direct comparison of similiarly lit and angled photos from the early 80s to the mid 2000's his actual factual structure didn't change all that much. So Rose's comment does strike me as rather mean and ill-informed. This episode was written by Russell T Davies I believe, which given his habit of incorporating far too many shout outs to pop culture that date episodes incredibly quickly I can understand if he'd believed tabloid articles about Jackson rather than factual evidence.
