Talk:Parliament of the Daleks

Don't you think it has to be wondered what a Dalek Parliament is for, considering that they are all part of a collective consciousness? By this I mean that the Daleks don't have a conept of discussion; any dissent is met with extermination. Why then would there be any need for a place where Daleks discuss actions for their empire? Their battle computers make all the big decisions based on logic, and all the Daleks would do is all instantly agree on one option regardless of any possible flaws. ````
