Aside from being the theoretically obvious choice for being on the cover as the most significant character in the novel, what source do we have that the person on the cover is Sebastiene? The character's in-universe description does not match at all:
Sebastiene had long resigned himself to the fact that, in all modesty, he was the most insanely beautiful man in the universe. His present face was made up of superlatives: the bluest eyes, the finest golden head of hair and the whitest of sharp teeth. He had a perfectly central aquiline nose and full lips. His body was toned to perfection with sword practice and he had added a small duelling scar on his right cheek, but that was just for show.
Further, Sebastiene wears eighteenth-century military uniforms, not Victorian steampunk garb.
I'll concede in advance that the picture was likely intended to be Sebastiene simply because no one else in the novel fits this picture either, but it's so divorced from the in-universe information that I feel its use is harmful to the integrity of the article, and the lack of any conclusive evidence that the picture is meant to be him would be an easy justification for removing it.
