The intro notes that this is "the fourth original Doctor Who novel not to feature the incumbent Doctor since the series revival in 2005."

Having said that, the book that apparently precedes this (Harvest of Time) notes that it is "the second original Doctor Who novel not to feature the incumbent Doctor since the series revival in 2005."

Possibly Engines of War, which is a War Doctor novel. The navigation considers it a "New Series tie-in" rather than a previous Doctor novel, presumably because the War Doctor being created especially for "Day of the Doctor" means he isn't a "real" past incarnation. The listing at Fourth Doctor - list of appearances categorizes this novel as being part of the BBC Past Doctor Adventures series. But my understanding is that series was retired at the end of 2005 and that the past Doctors books being published of late (this one, Harvest of Time and Wheel of Ice, as well as the recent Tenth Doctor novel) are standalones, part of no series.
