Can we assume that Torchwood One had many other bases within London? Because in The Christmas Invasion when Harriet Jones authorized Torchwood to fire at the departing Sycorax ship, you can see that there are three or more beams of light shooting at. beams? - Yup, that's a valid assumption. There's actually reference to such on the page already, in fact - such as the base under the Thames that was seen in The Runaway Bride, and the fact that the building at One Canada Square was the "main base" of Torchwood One.
