Where in the book does it say this takes place in the 56th century? The one major clue I found is that 20th century Earth culture is said to be "thousands of years in the past for Guralza". That actively contradicts the claim of a 56th century setting. This is confirmed a second time by the Doctor himself: "It was their operation to recreate a culture that died out thousands of years ago in another galaxy."

I have a feeling the error about the 56th century might come from an entry from "Year 597", then a statement that Tragedy Day started in 559 (both of which, first of all, would be the 6th century), but keep in mind that's just counting from Year 01, the time of settlement.

I think all we know is this takes place years after the 20th century. If we pay attention to year references, though, we could probably date things according to the local calendar, either as "Year 559" or "559 [some abbreviation]", or perhaps "559 (Olleril year)" or the like.
