"Peri states that those on Varos were born four-hundred years after her, so the story presumably takes place in the 23rd century." This would be true if Peri were born in the nineteenth century. It makes a lot more sense if it takes place in the twenty-fourth century anyway, given that it's been two hundred years since the planet stopped being a penal colony, which means that it got into its current political situation during the twenty-second century rather than the twenty-first.
