Officer Tallin was among the members of the security forces on Urbinia.

In an alternate timeline in which the planet was invaded by the Daleks, he began making his way towards the Kiria City spaceport when the First Doctor announced the evacuation. However, Captain Parlos pulled him aside and told him to direct the crowds rather than simply follow them. She left Katarina in Tallin's care, but when the Daleks began to bombard the city, Tallin panicked and abandoned her.
Tallin rejoined the crowds and led them into the spaceport hangar bay, with the Second Doctor and Zoe Heriot among the civilians. When Parlos asked for a report on the readiness of the ships to depart, Tallin informed her the engineers were still preparing them. After a moment, he received confirmation that one of the ships was ready to be boarded, and summoned the pilot, Steven Taylor, to manage them.
He eventually ordered the hangar bay doors sealed even as Parlos and the other security forces engaged the Daleks elsewhere in the city. When Jamie and Katarina arrived pursued by the Dalek ground forces, he refused the jeopardise everyone else inside by opening the doors until Zoe lured the Daleks into an ambush.

In the timeline in which the Harvesting of Urbinia took place, Tallin showed himself to be cowardly and self-interested in a crisis. Parlos reprimanded him for taking himself to the spaceport rather than directing others when the evacuation efforts were announced. When Katarina tried to rationalise the crisis within the context her religious beliefs, the panicked Tallin called her a "freak" and fled to board a spacecraft, claiming he would let nobody stop him.
When he rejoined the crowds at the spaceport, he had regained some of his composure and began directing the crowds, but he did not mention anything about Katarina when Parlos addressed him again at the spaceport. Parlos later learned from Katarina herself that Tallin had left her behind, leading the captain to voice her disgust that one of her own officers would act in such a way. Tallin is voiced by Ian Crowe, who also voices Atrias, Varx and Krell in the story. Unlike the other roles, his part as Tallin went uncredited. Crowe mentioned the role in the behind-the-scenes interviews, though he did not name the character and only called him "an officer". In the story, Parlos calls him by name on three occasions.
