The Tally, also called Judgement Day or the Reckoning, was a demand "before the Closure" that gave orders to the Shakri. It believed that humans were a contagion and desired their eradication. The Time Lords knew of this, as the Eleventh Doctor remembered from a childhood story that the Shakri followed the Tally. (TV: The Power of Three)
