Tanapal was the Abbot of the Brotherhood of the Black Petal. He told the Sixth Doctor and Pendle that he knew that they came from the proper authority. He was being controlled by the Black Dalek. The Doctor managed to overcome the Dalek control by making him remember his sacred duties. (AUDIO: Order of the Daleks)
