{{By whom}} is a template that puts a small, in-line message in the body of text which asks the question "by whom?". It's used when statements are vague, in order to get some sort of greater precision.

For instance, you might consider using this template in situations like these:

• It was often claimed that the Tenth Doctor loved Rose Tyler.

This indicates that a statement, as worded, makes so little sense that you can't figure out how to improve it. It's not meant as a statement of incredulity. You're not saying with this that you don't believe the statement. You're saying that it's so poorly written that you have no idea what the statement means.
