The Council were the secret leaders of the Time Agency who resided in isolation within a bubble universe, represented by puppet leader Maglin Shank. Separate from the time and space of N-Space, the Council sought to use their unlimited access to history to control the universe. To further their agenda, they used the Time Agent Javic Piotr Thane as an assassin before wiping his memory, resulting in him losing two years of his life. Discovering their existence, Javic, in a plan concocted with his future self, lured the Harvesters to their bubble universe before leaving Maglin and the Council to their mercy. (AUDIO: Month 25)
