The Director was the leader of the Chameleons during their attempted invasion of Earth.

During the invasion, the Director took the identity of Inspector Crossland, whom Blade had kidnapped and brought to the Chameleons' space station.
The Director had perfect eyesight, while the original Crossland wore spectacles.[1]
When the Second Doctor arrived at the space station, the police at Gatwick Airport discovered some of the missing humans hidden in cars in the car park. The duplicate Jenkins was killed and Blade agreed to surrender to the Doctor. The Director called Blade a fool and tried to escape with the duplicate Jamie, but they were both shot and killed by the duplicate Spencer. (TV: The Faceless Ones)
