The Governor
The Governor was the Archon of Time in charge of the Cartago colony, and the father of the Corsair. The Corsair described him as "proper, if smothering".
The Governor was not able to accompany his son to the Homeworld for his initiation, as he was dealing with an emergency on Cartago. This upset the child. Later, the Governor was disapproving when the young Corsair decided to leave Cahlough Academy and return to Cartago, although he reluctantly allowed it. (PROSE: The Bloodletters)

The Corsair as depicted in The Bloodletters is a fusion of two public domain comic-book characters, Joe Millard's "Corsair Queen" Lila Evans from Buccaneers Comics #25 (1951) and Chas M. Quinlan's "Corsair" Jon Gallant from A1 Comics #3 (1946). Both characters were originally intended to be humans in a historical setting. In this spirit, Ryan Fogarty's depiction construes "the colony of Cartago", the setting of Millard's Buccaneer Comics #25, as a colony planet instead of the 18th century British colony implied in the original.
In the original comic, the Governor's name was given as the very Earthly "Cedric Evans", instead of him being simply "the Governor". He appeared in the first Corsair Queen story, The Tigress of the Seas!, where he returned to Cartago just long enough to chastise a sailor nicknamed "Monk", whom the Governor had assigned to protect his daughter, for having ended up teaching her "roughneck ways" instead, before Cartago was invaded and ransacked by pirates who killed him. It was partially to avenge her slain father that his daughter adopted the name of "the Corsair Queen".
