Who is this Time Lord called "the Monk"? It was made abundantly clear in both The Time Meddler and The Daleks' Master Plan that a Time Lord who wanted to alter history had found an abandoned monastery that he used as a base. In order to blend in he disguised himself as a monk by wearing a monk's cowl. He is not a monk. He was never a monk. He never will be a monk. Everything about him, his personality, his character, his beliefs. his aims, his behaviour are all diametrically opposed to any and every monk ever. The Doctor calls him out on this, and he admits that he is not and never will be a monk...it's just a temporary disguise to suit his present agenda. The Doctor actually also disguises himself as a monk by wearing a monk's cowl(and actually does a better job). The Time Lord played by Peter Butterworth was never called 'The Monk' the way the Time Lord played by William Hartnell was called 'The Doctor'. If he's 'the Monk', then Jon Pertwee's Time Lord was called 'the Welsh Milkman' and Kate O'Mara's Time Lord was called 'The Bathhouse Woman". How an there possibly be a Time Lord who actually IS a monk, and actually calls himself "The Monk"??
He is referred to as "the Monk" in The Daleks' Master Plan, and also continues to disguise himself as one. The same is true for all subsequent appearances. Evidently he enjoyed the disguise.
