- If the Elders are such a danger to the Savages, why do they continue to live just outside the city?
- It is specifically mentioned that they are on an island. Perhaps there isn't room to flee.
- Why did the Doctor claim to be a human instead of telling he's Time Lord? And why did he allow the guard to capture him for defending a 'savage' isntead of simply defeating him and killing him? He's stronger and faster than a primitive warmonger.
