Tim Hope was the virtual guise of the Valeyard and thus the Doctor.
In this guise, he posed as a legal clerk. He once met himself in his sixth incarnation during a plot against the Tremas Master. As Tim Hope, the Valeyard confronted the Master and then revealed his true identity and threatened the Master with force to make him comply with his demand to leave the Doctor alone.
