The Time Ioniser was a piece of Time Lord technology. According to Madrigor, the machine would help him conquer all major governing bodies, starting from the beginning of time.
Madrigor wanted to conquer Gallifrey and steal the the Time Ioniser, but his plan was thwarted by the Third Doctor. (PROSE: The Time Thief)
