Tobias Tickle was a cartoonist. He created the amusement park called Tickle Town.
Wanting to protect people from the problems of the world, he made an energy barrier around the park to trap the patrons inside. Twenty years later, there were still survivors. Tickle was living only due to life support machinery by that time. After realising he had been trapped like everyone else, Constable Claws killed Tickle.
