Toby Dodds, designated Number 12, was a soldier in the Blue Fire Project.
In the system, he arrived at the house with Jerome Fisher. He was catoptrophobic. He thought that Rachel McMahon and Sally Morgan were extremely beautiful. The reason for his fear was that he could see something in the mirror that would attack him. He was trapped inside a mirror where a monster got him and took him. He, outside the Blue Fire system, helped the Seventh Doctor to defeat the Mi'en Kalarash. (AUDIO: House of Blue Fire)
