In Barusa's universe, the Tomb of Rassilon was a hidden crypt carved into the cliffside of a mountain on Gallifrey. With great effort, and the help of the Outcasts, the Doctor discovered the mountain's caves and climbed deep in their heart, finding the Tomb at the centre of the mountain. There, in a pot, he found the Lost Scrolls of Rassilon. (PROSE: The Chronicles of Doctor Who?)
