A tower block was a tall building with many floors, which could be used for housing (PROSE: The End of the Rainbow) or offices.
In Earth-33⅓, if CBS ever took over producing Who, the tatty telephone box exterior of the Doctor's TARDIS would have been replaced by an American Telephone Company tower block. (COMIC: What If Doctor Who Was Produced By...?)
