The Ultimate Upgrade™ project was Cybus Industries' plan in Pete's World to force compulsory cyber-conversion into custom-made Cybermen on the entire human population. Though not being clear about its whole extent, John Lumic freely advertised the upcoming "Upgrade" prior to the actual rollout of the first Cybermen. (PROSE: Lumic)
