Tales from the Tardis/You may now use the new forums

I don't want to keep the discussion from flowing, so I'm going to open things up a bit earlier than originally promised.

Here are some things to keep in mind:

• I've only done enough code work to get it to the point of usability. I've still got quite a bit of styling to do, so you may see things change a lot over the next week.
• Please don't use the old versions of the boards that are here. Forum:Panopticon, Forum:Reference desk and Forum:Tech notes are closed.
• Please do continue using Forum:Discontinuity index and Forum:Timey-wimey detector. They're both open until further notice.
• If you see any layout errors or coding problems — and you will — report them in our centralised bug-catching zone.
