Good question. I think that the whole flying thing was that he forgot because he just regenerated. Just for a moment, he forgot. Things like that have happened before. The Tenth Doctor spent his whole first episode ill and asleep until the very end. The Sixth Doctor acted violently after regeneration, and the Fifth Doctor was also not quite well. I think that it was just like that, a moment of amnesia since he had just come into existence. I hope that this helps. Also, no, I'm not sure that this discussion belongs on the Panopticon.
