Well I don't much like that article's definition is based on the audio of Shada. Basic rule there is that if that conflicts with what's in Shada (webcast) then we can't consider it, and therefore a major pillar of the current definition of "artefact of Rassilon" would be dumped. So someone would need to listen to Shada and compare it to the same section in the webcast and figure out which one predominates.
But my guess is that it's not going to turn out to be that clear. I don't think we have a good, working definition of "artefact of Rassilon", which is why there's this confusion in the first place.
More research is clearly indicated.
