Val Garland was an individual who was present in Tiny Planet.

In Tiny Planet, Val Garland may have told a visitor how to earn a Glow Up UGC for their avatar by completing a puzzle which involved recreating five make-up looks.
After this was completed, she may have complimented them and told them that each brush stroke told a story.
