Varney was a human working with a Cucurbite.
He lived on a small island in the Indian Ocean. He invited several people to visit in 1939 to sit out World War II in comfort. However, this was a ploy so he could transform them into creatures whose blood could reactivate the Cucurbite. His plan failed thanks to the Eighth Doctor. (COMIC: Tooth and Claw)

The character was named after the title character Sir Francis Varney of the 1845-7 vampire serialised penny dreadful Varney the Vampire.
