Veldan was an inhabitant of Sirian. His settlement was raided by the Daleks and Veldan, along with fifty others, were captured and taken to Skaro as part of the labour force looking for Davros.
Veldan, along with the other slaves, escaped Skaro in the captured Movellan spacecraft. (TV: Destiny of the Daleks)
