Vic worked for the meat supplier, Harries & Harries. He was responsible for keeping the creature sedated, a job he had great qualms about. After the supplier's "Cash Cow" was mercy killed by Owen Harper, Torchwood Three gave him retcon to forget everything that happened. (TV: Meat)
