Victoria Wilks was a member of Divine Intervention. She collected a set of fake stories to convert the people of Rarkelia to Divine Intervention's ways. Helen Sinclair investigated her. She had tissue samples from the children of the schools. She wanted to use the local parasite to control the population. She used it on Liv Chenka and Helen tried to convince her not to use it.
