The Transgenic Laboratory was a huge complex the Cult of Skaro tbuilt with the last of their technology beneath the sewers at the foot of the Empire State Building in 1930s New York. In it, they planned the Final Experiment, which would see the combining of Dalek and human DNA to create a massive Dalek-Human.
