Craig Atkins was the son of Jeff and Ujwala. They lived in England in 1999.
The family went to stay at Mrs Hutchings' guest house in what they thought was 1933. An alien posing as a guest, Mr Prentice, had placed the guest house in a kind of stasis so it would always be 1933 in Keelmouth. It affected the guests, too; they thought it was 1933. When the family arrived, some of the other guests were offended because Jeff's wife was Pakistani. The First Doctor tried to make them feel welcome, as did the Major.
Craig was the only resident who seemed to be aware of 1999. He constantly asked his parents for things, like pizza and his Game Boy, but his parents didn't know what those things were.
The Doctor recruited Craig to help him convince Mr Prentice to turn off the stasis. Mr Prentice was fond of Craig, and they pretended that Craig was suffering from whooping cough, for which there was no cure in 1933. The Doctor and Mr Prentice set things to right, and Craig and the other residents had to adjust to living in 1999. (PROSE: Bide-a-Wee)
In an alternate timeline where Polly Wright was manipulated into interfering with temporal nexus points, Polly told Mr Prentice that Craig was faking, causing Mr Prentice to react with anger. (PROSE: That Time I Nearly Destroyed the World Whilst Looking for a Dress)
