Pandak III was a Time Lord Lord President who reigned for nine hundred years, unlike later Presidents who only lasted a few centuries. (TV: The Deadly Assassin)
Pandak voted for termination at Rassilon's trial, and was disappointed in the result for eternal imprisonment in the Dark Tower.
