In the Regenerators' timeline, Rassilon failed to complete the Eye of Harmony before his death. This timeline existed within the Axis.
Therefore, the inhabitants of this timeline's Gallifrey had not yet discovered time travel by the time the N-Space versions of Romana II, Narvin, and Leela visited the planet. Instead of Time Lords, they were known as Regenerators. (AUDIO: Forever)
