Pandak III was a Time Lord Lord President who reigned for nine hundred years, unlike later Presidents who only lasted a few centuries. (TV: The Deadly Assassin)
Pandak voted for termination at Rassilon's trial, and was disappointed in the result for eternal imprisonment in the Dark Tower. Pandak was tasked with either sealing or destroying Rassilon's diary after his passing. He wrote a final entry in the diary before sealing the notes away, hoping that one day the truth about Rassilon's actions would be revealed to a more accepting public.
