Paul Scoones is a New Zealand fan of Doctor Who. Neil Lambess and he were instrumental in the recovery of the "The Lion", a missing episode of The Crusade, in January 1999. He was the person who negotiated the loan of the film to the BBC so that it could be copied, and arranged for it to be couriered to the UK. He additionally received thanks for work on Ian Chesterton: An Introductionand was interviewed on the addendum to The Missing Years on Lost in Time.

Scoones is the author of the reference book The Comic Strip Companion - The Unofficial and Unauthorised Guide to Doctor Who in Comics: 1964-1979, and appeared on three parts of Stripped for Action. He has written articles for Doctor Who Magazine, as well as several issues of Doctor Who Magazine Special Edition, and The Essential Doctor Who.

He also contributed to the charity reference book Behind the Sofa: Celebrity Memories of Doctor Who, Vworp Vworp! and Nothing at the End of the Lane.
