Paul Scoones is a New Zealand fan of Doctor Who. He and Neil Lambess were instrumental in the recovery of the "The Lion", a missing episode of The Crusade, in January 1999. Scoones negotiated the loan of the film to the BBC so that it could be copied, and arranged for it to be couriered to the UK. He additionally received thanks for work on The Crusade linking narrative feature, and was interviewed on the addendum to The Missing Years on Lost in Time.

Scoones is the author of the reference book The Comic Strip Companion: 1964 – 1979, and appeared on three parts of Stripped for Action. He has written features for Doctor Who Magazine, Doctor Who Magazine Special Edition, and The Essential Doctor Who.

He has researched and written production information text subtitles for Doctor Who Blu-rays and DVDs, including: Earthshock (Blu-ray), The Awakening (DVD), Frontios (DVD), Resurrection of the Daleks (DVD Special Edition), Planet of Fire (DVD), The Caves of Androzani (DVD Special Edition), Vengeance on Varos (DVD Special Edition & Blu-ray), The Mark of the Rani (Blu-ray), Mindwarp (Blu-ray), The Ultimate Foe (Blu-ray), Dragonfire (DVD & Blu-ray), Battlefield (Blu-ray) and Scream of the Shalka (DVD).

He founded and edited the New Zealand Doctor Who fanzine "Time Space Visualiser", and wrote fan novelisations of Shada and Resurrection of the Daleks. He also contributed to Behind the Sofa: Celebrity Memories of Doctor Who, Vworp Vworp! and Nothing at the End of the Lane.
