Patricia "Patsy" Haggard was an official with the Ministry of Defence with close ties to the Preternatural Research Bureau.
Biography
Early career
In the 1970s, Patsy was a policewoman under Sergeant Robert Lines in Smallmarshes. She brought the Third Doctor and Sergeant Lines some tea whilst they were talking. (PROSE: The Scales of Injustice) She once worked in surveillance. (HOMEVID: The Devil of Winterborne)
Patsy embarked on a career at the Ministry of Defence and frequently acted as a liaison between the ministry and P.R.o.B.e., a job through which she met and became friendly with Dr Liz Shaw. It took her some time to convince Sir Richard Stevenson of the merits of P.R.o.B.e.'s continued existence, but he eventually came around and became most helpful. (HOMEVID: The Devil of Winterborne)
Helping Liz
In August 1994, Patsy visited P.R.o.B.e.'s office at Ashley House to inform Liz and Louise Bayliss of the difficulty she had in keeping the murders around Hawthorne from being investigated by Scotland Yard, but she was convinced by them to continue doing so to avoid P.R.o.B.e.'s total loss of funding. After Colin Dove's arrest, Patsy had him detained at Hawthorne per Liz's request. (HOMEVID: The Zero Imperative)
Patsy's work meant that she had little opportunity to comfort Liz after her father's death. After Sir Richard was replaced with Brian Rutherford, P.R.o.B.e. was again in danger but Rutherford required Patsy's agreement in order to close them, which she refused to do. She involved herself in Liz's and D.I. Burke's investigation at Winterborne School following the arrest of Gavin Purcell, helping interrogate him. She gave Rutherford a report on the investigation once the true criminal, Christian Purcell, was identified. (HOMEVID: The Devil of Winterborne)
Rutherford put Patsy in charge of solving and keeping quiet a number of murders. She had P.R.o.B.e. and Colonel Ackroyd and his men investigate. She was frustrated by Rutherford's unwillingness to grant P.R.o.B.e. full access to Julius Quilter and at his refusal to accept the evidence that Quilter was involved. Once his connection to BEAGLE was revealed, Patsy informed Liz and Ackroyd that he had been forced to resign. (HOMEVID: Unnatural Selection)
Patsy replaced Rutherford as minister and continued to assist Liz. She told her about how Christian Purcell's body had been found and later discussed Isaac Greatorex and his grimoire at Liz's house. She was angry at Gavin Purcell's successful appeal and stuck her neck out to have him transferred to Liz's custody. (HOMEVID: Ghosts of Winterborne)
By 2014, Patsy had entered a romantic relationship with Liz and lived with her. She had also been promoted and worked closely with the Defence Secretary Brian Williams. She decided that P.R.o.B.e. should be the ones to execute Paul Reynish. After the mission's conclusion, she decided to resign from the ministry and move to Spain. She asked Liz to go with her, to which she smiled. (HOMEVID: When to Die)
