Reverend Small was tasked by Manchester's magistrates with reading the Riot Act prior to the event which would later be known as the Peterloo Massacre on 16 August 1819. Small took pride in reading the act, considering the protesters to be "a terrible lot" who "need[ed] a lesson in how to behave themselves".
