Titan Declares War! was the third short story printed in TV Century 21 to contain elements from the Doctor Who universe. Framed as the front page of an in-universe periodical, the titular article instead made reference to the Stingray content in the issue with a smaller piece tying-in to The Daleks comic story Power Play.

- The Marineville correspondent writes his report in an underground air-attack shelter sixty feet below the ground. Overhead, aircraft from Marineville's own aircraft carriers are firing rockets into the surface installations.
- The correspondent also notes that the conflict is a war with a vengeance between Marineville and W.A.S.P. aircraft under Titan's control and that it has left Marineville High Command reeling.
- Stingray is trapped in an undersea cavern by Titan's monster jellyfish.
- The Space News Agency reports that the position on Skaro is extremely confused following the recent landing of a strange spacecraft near the Dalek City.
