Vextyr was an Ice Warrior and a descendant of Lord Slaar. Seeking to acquire Time Lord technology detected on Cygia-Rema, she overthrew the Martian ambassador on his journey there and took his place. She had Skye cybernetically augmented as part of her plans. (AUDIO: Cry of the Vultriss)
