The Right Honourable Sir Charles Grover MP was a strongly pro-environmentalist politician, founder of the Save Planet Earth society and the author of Last Chance for Man.
Biography
Grover had been a master at a grammar school before going into politics. (PROSE: Doctor Who and the Dinosaur Invasion) He was a junior backbencher during the Cold War. (TV: Invasion of the Dinosaurs)
Emily Shaw stated that she met Grover at one of her committee meetings, and that he claimed that the Silurian virus was a portent of things to come. (AUDIO: The Last Post)
Grover was made the Minister with Special Powers when dinosaurs appeared in London, and was secretly the head of Operation Golden Age. He sabotaged the Third Doctor's and UNIT's efforts to resolve the crisis.
When Grover was exposed, he activated Professor Whitaker's time machine, but the machine sent Whitaker and him to an unknown point in the past because the Doctor had reprogrammed the device. (TV: Invasion of the Dinosaurs)
