He was eventually partially cyber-converted but he still ran the Eclectica, with Cyberman waiters, though his personality and emotions remained. He was used by the Cybermen to try and convince the Doctor to capitulate by holding the other people in the club hostage. The cybermen didn't fully convert him as during their life they were non-binary, and toyed with them being neither human nor cyberman. They paraded people infront of the Doctor to convince him to give in to the Cybermen. They told the Doctor that the Cybermen chose this era to stop the wasted life during the way. They paraded Benny in front of him as a final resort to get him to change him mind. They died when the Doctor used the conversion nanites to destroy the cybertechnology.
