The Universal Secret Service was the fifth section of the World Security Council. In 2065, it was headed by S, who sat on the Security Council, while field agents and administrative control were run by Brent Cleever, who was designated Agent Twenty One. Its headquarters were the Century 21 Toys Inc. factory in Kahra on Mars.
