Contact 21 was a top secret bulletin from the Universal Secret Service which was published regularly in TV Century 21. Its name referred to Agent Twenty One, (COMIC: Power Play [+]Loading...["Power Play (comic story)"]) who controlled the field agents of the USS and was in administrative control of the Service in 2065. When going to see Dr. Who and the Daleks at the cinema, Agent 671107 and their friend suspected some other audience members to be enemy agents after they correctly identified them as "junior Special Agents — perhaps Agents from Contact 21!".
