Peschell was a Bibliocrat at the Chronicon on Magnox during the Dark Times. After the planet's devastation, she became the Oracle of Islos.

Peschell worked as a Bibliocrat at the Chronicon. She was instructed by Chief Bibliocrat Obble to assist the Tenth Doctor when he came seeking the answer to a question. She informed him his question was Level 1 classified and could only be answered by the Council of Minds. Peschell carried the necessary mind scans for him to qualify for an audience with them and the Doctor invited her along when he was accepted. When a Kotturuh ship arrived and broadcasted to the Minds, Peschell protested that they had already been judged, but the Kotturuh revealed they had come to find out how to survive their death sentence and defeat the Doctor, threatening to wipe out Magnox if the Minds refused. After Brian killed the Minds, the Kotturuh carried out their threat, but the Doctor bought time by freezing them in a data field, taking Peschell back to his and Brian's ship. He took Peschell to Islos with other survivors and invited her to stay with his crew. She angrily refused, blaming him for the destruction of her people.
Thirty years later, Peschell had become the Oracle of Islos and led the foundation of a new centre of knowledge there. She had a family, including grandchildren. The Eleventh Doctor visited her, pretending to merely be a friend of the Doctor rather than his older self, and gave her a data drive he had recovered from the ruins of the Chronicon. Before he departed, she realised he was in fact the Doctor and thanked him. (AUDIO: The Minds of Magnox)
