Obble was the Chief Bibliocrat of Magnox during the Dark Times.

At the Chronicon, Obble directed the Tenth Doctor to ask Peschell for help finding the answer for his question. Obble was planning to overthrow the Council of Minds, believing their leadership was ineffective, and contracted a team of assassins, including Beck and Brian the Ood.
