New Horizons was the first story in the fourth series of Counter-Measures, produced by Big Finish Productions. It was written by Cavan Scott & Mark Wright and featured Simon Williams as Ian Gilmore, Pamela Salem as Rachel Jensen, Karen Gledhill as Allison Williams, Hugh Ross as Toby Kinsella and Philip Pope as Templeton.
