Wolsey was a constable in Peri Brown's court. He waited outside her chambers to apprehend the Sixth Doctor on her command and took him to the dungeons. Seven days after the wedding, he employed the Doctor to help him find out who killed Yrcanos. He had narrowed down the list to Baron Pteratrark, Reverend Flitamus and a couple of other people. He wanted the Doctor. He was made into a sheep via Crozier's experiments, as he reasoned this gave him four stomachs and thus better gut instincts. He briefed the Doctor in a mission to Dirani's court. He later charged the Doctor with the murder of Peri after she fell ill, but assisted in the Doctor's efforts once the real culprit was exposed as Mandrake, the Doctor's imaginary childhood enemy who had possessed Peri's body.
